A proposal compliance matrix is a traceability table linking each solicitation instruction—especially Section L formatting rules, evaluation factors, and statement-of-work tasks—to the proposal volume, section, page limit, and responsible author. Teams use it during pink, red, and gold reviews to confirm nothing mandatory was omitted before submission.
