THE ULTIMATE OBJECTIVE IS TO PRESENT THE EVIDENCE IN A MANNER BY WHICH THE COMMISSIONER OF EDUCATION STATISTICS CAN MAKE A DETERMINATION ABOUT WHETHER TO LIFT OR MAINTAIN THE TRIAL DESIGNATION OF THE NAEP ACHIEVEMENT LEVELS IN READING AND MATHEMATICS.
