THE PROPOSED BERTH 4 AT THE BEAUMONT LAYBERTH FACILITY IN BEAUMONT, TEXAS. THE FIRST ANALYSIS TO CALCULATE IS FOR TWO NESTED MPF VESSELS (OBREGON, PLESS) AT BERTH 4. THE SECOND ANALYSIS IS FOR THE THIRD MPF VESSEL (KOCAK) ANCHORED IN THE FLEET USING THE FLEET ANCHORING HARDWARE. THE WIND SPEED TO BE USED FOR EACH CALCULATION IS 94 MPH.
