Summary

This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only for United States, Department of Homeland Security (DHS), Customs and Border Protection (CBP). This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No questions will be addressed at this time. As a component of the United States (U.S.) Department of Homeland Security (DHS), Customs and Border Protection (CBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the U.S. while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws. In support of this responsibility CBP has implemented and deployed numerous technology systems across the U.S. and internationally that require systems administration and maintenance services. ILD manages a 24/7 Maintenance Dispatch Center for maintenance activities. The Maintenance Dispatch Center (MDC) initially responds to service calls from the numerous CBP sites. The Maintenance Dispatch Center staff record the calls for service in the CBP databases ServiceNow and Integrated Logistics Support System, i.e., MAXIMO). Maintenance Dispatch Center staff issue requests for repair or maintenance services to the Contractor in the form of a Work Order (WO) that initiates the maintenance request. The Contractor responds to the CBP sites, effects repair or completes maintenance actions, and provides periodic status updates and Work Completion Forms (WCF) to the Maintenance Dispatch Center based on the provided requirements contained in this Performance Work Statement. INSTRUCTIONS TO INTERESTED PARTIES Interested parties are encouraged to respond to this notice if they have the capability and capacity to provide the identified services. The RFI process is an important part of CBP’s market research as required by the Federal Acquisition Regulation (FAR). Among other things, to justify a small business or 8(a) set-aside procurement, CBP’s market research must demonstrate that there are at least two small businesses or 8(a) small businesses capable of performing at a fair and reasonable price that are likely to submit offerors. Respondents need to list their current contract vehicles and whether or not they are a small business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned Small Business, 8(a) small business, Women-Owned Small Business, or small disadvantaged business. The due date and time for responses is no later than 2:00 PM EDT, Wednesday, October 28, 2026. The RFI responses shall be submitted via email to DAWN.M.FORD@cbp.dhs.gov with the subject line Integrated Logistics Division Maintenance and Logistics Support Services - RFI. All responses must adhere to the page limits of 10 pages total. The submission shall be logically assembled. Each response section shall be clearly identified and shall begin at the top of a page. All pages of each response section shall be appropriately numbered and identified by the complete company name, date, and referenced number listed on the Notice in the header and/or footer.
