Summary

SUBJECT: Sources Sought Notice/RFI – Ready Building, Fort Bliss, Texas DISCLAIMER: This Sources Sought (SS) is for planning and market research purposes only and does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB). This notice is issued under the authority of 10 U.S.C. § 2808a (Other Transaction Authority for Construction and Repair) and is not subject to the Federal Acquisition Regulation (FAR). No solicitation is available at this time. The Government will not pay for any information submitted in response to this notice. PURPOSE : The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting active public market intelligence to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs). The intent is to gather critical feedback regarding Design-Build to Budget (DBtB), project delivery risks, and acquisition preferences to support the upcoming project delivery selection. PROJECT DESCRIPTION The planned procurement will construct a Ready Building, Project Number 570628, at Biggs Army Airfield, Fort Bliss, El Paso, Texas. The project will provide a permanent, properly sized Ready Building supporting continuous, 24-hour operations for an on-call Air MEDEVAC crew. The facility will provide approximately 4,836 square feet of permanent single-story construction. The facility will provide operational space for a five-person aircraft crew, living and readiness space for one five-person crew, and surge capacity for an additional five-person crew. The facility must enable aircraft crews to remain postured for rapid response, with direct access to the aircraft parking apron for MEDEVAC launches and weekend aircraft maintenance. The existing temporary facility is undersized and is not adjacent to the aircraft parking apron. The existing facility will remain operational until construction of the new Ready Building is complete. The temporary facility is outside the new construction footprint and is included in the project demolition scope after completion of the new facility. The project site is adjacent to the Biggs Army Airfield aircraft parking apron. The project site is anticipated to fall within a seismic design condition that may result in Seismic Design Category D requirements. The final Seismic Design Category will be determined by the project Designer of Record in accordance with applicable codes and project-specific site conditions. The Ready Building is a Risk Category IV facility because of its emergency-response function. The project must comply with applicable Unified Facilities Criteria, antiterrorism/force-protection, fire/life-safety, seismic, cybersecurity, and installation requirements. Fort Bliss utility systems are privatized. Required services include electric power, natural gas or an approved alternative fuel approach, water, sanitary sewer, and telecommunications. Utility-system owners are anticipated to provide and own required connections to the facility service disconnect or other defined point of demarcation. The civil utility plan identifies a need for utility-owner rerouting of water and gas around the proposed lid pond. Budget & Schedule: Construction Cost Limitation (CCL): $7,200,000.00 Solicitation Release: 02 March 2027 Agreement Award: 21 May 2027 Construction Completion Date: 365 calendar days from Notice to Proceed Beneficial Occupancy Date: 05 July 2028 INSTRUCTIONS TO INDUSTRY Review Attached Project Information Packet (PIP) Interested firms are directed to review the attached document.
