Summary

SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. AMENDMENT 01 The following addendum is issued for Request for Quotation: 369006_X-Ray_Imaging_Detector_System. This amendment provides answers to supplier questions and clarifies the technical requirements and competition basis. This amendment must be acknowledged. Failure to acknowledge all amendments may make a proposal non-responsive. Suppliers shall confirm whether their previously submitted proposal remains unchanged. If the clarification results in a change, please submit a revised proposal. All other terms and conditions of the Request for Quotation remain unchanged. Supplier Questions and SLAC Responses 1. Is the detector intended for an industrial application or for research use, specifically X-ray diffraction? SLAC Response: The detector is intended for X-ray diffraction research. 2. Is this purchase replacing an existing detector? If yes, please provide the current detector model and original serial number so suppliers can confirm compatibility. SLAC Response: This purchase is not replacing an existing detector. However, part of the detector's purpose is to serve as a direct backup for LCLS, as needed, to reduce the risk of beamtime loss. The detector currently integrated for this application is the Varex XRD 4343CT-F22-C-000 Imaging Grade detector. 3. The solicitation states that the detector must be applicable for hard and high-energy X-ray diffraction greater than 20 keV. What operating energy range and shielding level are required for the intended application? SLAC Response: The required operating energy range is at least 20-100 kV. Shielding will be provided by the beamline. The detector window-to-sensor path must be non-metal. 4. Will SLAC consider an alternative detector with a 35 cm x 43 cm active area, rather than the stated minimum active area of 40 cm x 40 cm, if the remaining technical requirements are met? SLAC Response: No. Square geometry is required because of the diffraction-ring application, and the smaller detector dimension defines the usable area. The detector must also be a flat panel with a narrow depth of less than 10 cm due to space constraints, and the total weight must be less than 15 kg. 5. Will SLAC consider equivalent products from alternative manufacturers, provided the proposed product meets all technical requirements? SLAC Response: Not considered 6. Is the procurement a Small Business Set-Aside, or is it full and open competition? SLAC Response: This procurement is open competition and is not a Small Business Set-Aside. The follow has been attached for you to complete and review: Requested for Quote: Please provide a price and lead time quotation by 10/30/2026. Technical Evaluation Factors Listed Below: Applicable for hard and high-energy X-ray diffraction greater than 20 keV. Minimum active area of 40 cm x 40 cm. 150 micron pixel size. Send quote to Cheryl.stafford@slac.stanford.edu. Is there any room for additional discount such as for Academic, ICPT, GSA, or Government Institutions? Buy American Act Certification (BAA) applies to awards over $15,000 unit price. Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return. Please include in your proposals the Harmonized Tariff Schedule (HTS Code) & Export Control Classification Number (ECCN) if applicable. Please state whether duties or tariffs are included in or excluded from the quoted price. All subcontractors are required to register in the System for Award Management (www.sam.gov). If possible, please provide a link to your webpage for published price list to substantiate for the prices quoted. The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023) as well as the SLAC General Terms and Conditions Supplemental Rider (Aug2026_Rev1) will be made a part of the resulting order. Please markup terms and conditions if you wish to negotiate. No mark ups mean that you accept SLAC Terms and Conditions. Payment Terms will be NET-30 Domestic Suppliers - Freight terms will be FOB Destination Prepaid and Add. Foreign Supplier - Shipment will be made CIP SLAC, Menlo Park, and Duty Unpaid.
