The objective is to provide a comprehensive enterprise-wide acquisition portfolio management framework for the Cybersecurity and Infrastructure Security Agency (CISA)/Office of the Chief Acquisition Executive (OCAE). The framework must enable CISA to efficiently and effectively manage both its Information Technology (IT) and non-IT investments within a portfolio construct while ensuring compliance with Department of Homeland Security (DHS) acquisition policies and procedures. Additionally, the construct shall enable CISA OCAE to identify the most appropriate acquisition pathway for acquisition programs and assess how those pathways contribute to an integrated portfolio strategy, as well as measure acquisition performance through established metrics and analyses.
