CISA's Office of the Chief Security Officer (OCSO) requires the replacement and modernization of existing CCTV systems at three headquarters facilities in Arlington, VA to improve physical security coverage and operational effectiveness. The effort includes replacing 108 existing cameras, installing 63 new cameras to address identified coverage gaps, replacing head-end equipment, providing video management and storage capabilities supporting 45 days of retention, configuring artificial intelligence analytics, conducting testing and performance verification, and providing warranty support. The contractor shall: Remove existing CCTV cameras and head-end equipment and install replacement IP-based CCTV cameras Install additional cameras to address identified coverage gaps Replace video management and storage infrastructure Configure artificial intelligence-enabled video analytics Provide 45 days of video storage Conduct testing and performance verification Provide warranties and maintenance documentation Deliver as-built drawings and operation manuals The CCTV system shall: Support IP-based monitoring. Support Al-driven analytics. Provide minimum 45 days video retention. Support 4 CIF and 1080p resolution. Operate continuously in support of facility security operations. Meet applicable security and telecommunications requirements. Comply with Section 889 telecommunications prohibitions.
