The requirement is to acquire Contractor technical services (research expertise and technical writing) to support the completion of a Migrant Interdiction Operations (MIO) Mission Analysis Report (MAR). The U.S. Coast Guard completes MARs to identify and assess its readiness needs and capabilities necessary to meet operational functional requirements and demands over the next 20 years. The main objective is to produce a robust, defensible, and well written MAR that complies with the United States Coast Guard (USCG) Major Systems Acquisition Management (MSAM), COMDTINST 5000.10H, the Department of Homeland Security (DHS) acquisition requirements, federal acquisition policies, and accepted analysis and technical writing practices. Important Note: While the MIO MAR final reports themselves remain unclassified, a Secret Clearance is required at time of award as access to classified material at the Secret level will be required to complete the tasks and analysis as defined by the Performance Work Statement.
