The Office of Refugee Resettlement (ORR) requires contractor support to establish and operate a continuum of care for Unaccompanied Alien Children (UAC) with complex mental and behavioral health needs. The contractor shall provide residential facilities and comprehensive, trauma-informed services across six specialized levels of care to ensure UAC are placed in the least restrictive setting appropriate to their individual needs, consistent with 45 CFR Part 410 and applicable ORR policies.
