This project is developed into three (3) phases to include Phase 1 as the Watch/SCIF buildout, Phase 2 as the LOG/MAM wall removal and door installation, and Phase 3 for furniture removal and installation. Phase 1 of the FEMA Region 6 Upper-Level Renovation focuses on constructing a fully compliant Sensitive Compartmented Information Facility (SCIF) and Watch Center. This includes converting Room 231A into SCIF space, removing walls between 231A and 238C and between 231E and 236, reinforcing walls and ceilings to meet ICD 705 standards, and installing a SCIF-compliant door and access controls. Also remove walls between 231D and Hallway attached to 231D. The scope also covers all necessary IT and network infrastructure for up to 13 users, integration of secure power, communications, and life safety systems, and the completion of all accreditations, documentation, and user training required for SCIF operation. Phase 2 addresses Logistics and Mission Assignment Management (MAM) needs by removing the wall between Rooms 217 and 218 and designated hallway walls, as well as replacing and installing new doors and frames in Room 231 and other specified locations. This phase includes relocating affected utilities, restoring finishes, and ensuring all work is performed in compliance with applicable safety, security, and environmental standards, while minimizing disruption to ongoing operations. Phase 3 consists of installing workstations for 13 personnel within the renovated spaces. This includes providing desks, chairs, computers, phones, and associated IT and communications infrastructure, ensuring each workstation is fully functional and compliant with FEMA technical standards and operational requirements.
