Research abstract

An increasing rate of launches into deep-space is compromising the Air Forces ability to effectively monitor orbital activity and perform its space protection mission. Through the SBIR Solicitation AF162-002 Commercial Space Catalog, the Air Force Research Lab (AFRL) would like to explore the viability that Commercial and Academia may be capable of coalescing world-wide surveillance systems and processes to provide robust catalog maintenance service. In response, the Applied Defense Solutions (ADS) team proposes developing the Space Catalog Maintenance Coalition (SCMC) to provide complete Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) for deep-space catalog maintenance, collision avoidance, and track custody services. The Coalition is comprised of industry leaders ADS, Lockheed Martin (LM), University of Arizona (UA), and Pacific Defense Solutions (PDS). The strength of the offering is founded in the mature technologies of: LM iSpace catalog database (utilized in Space Fence), ADS fully autonomous imagery and tracking processing, UA massive processing system CyVerse, and an extensive world-wide network of 56+ surveillance systems provided by Software Bisque SkyX, UA, LM, GEOST, SRI, RT Logic, PDS, and University of Hawaii. Centralized at the UA Space Operations Situations Room (SOSR), this innovative approach to track custody will provide a precision, quantifiably accurate, and cost
