Research abstract

Under this Phase II effort entitled Electromagnetic spectrum Dynamic Deconfliction and Situational Awareness (ED2SA), STR and ISS propose to develop novel visualization and decision support technology that will enable an Air Operations Center (AOC) operator to intelligently manage spectrum allocation at the operational level, taking into account both contextual factors (constraints from the environment and neutral actors such as civilians, plus enemy force laydowns) and friendly courses of actions (COAs). Our approach significantly improves on current spectrum management methods in todays AOCs, which feature manual, ad hoc processes with little automation support other than spreadsheets. Key innovations include 1) algorithms for aggregation of related spectrum usages and discovering frequency dynamics, 2) decision support for deconfliction across frequency, time, and spatial dimensions, 3) adaptive visualization of spatial EW engagements based on Wares Visual Thinking Design Patterns methodology. Over the course of four spirals, we will integrate and evaluate the ED2SA prototype using operationally realistic scenarios and datasets and integrate with ISS C2Core tool suite.
