Research abstract

The overall objective of the Phase II effort is to design and implement the BANDIT software platform that utilizes structured and unstructured intelligence data for the creation, visualization, and quantitative analysis of terrorist networks. BANDIT will ultimately serve as an enabling technology for conducting offensive operations against terrorist networks by objectively identifying individuals for optimal monitoring and destabilization utilizing recently formulated metrics. The Phase II effort will begin by extracting terrorist networks from available high volume datasets using existing natural language processing capability.  Post development, the BANDIT software will undergo alpha and beta testing, and will be deployed to the Air Force.  The ability of the BANDIT platform to create, edit, visualize, and analyze terrorist networks in the form of MITN files will be demonstrated in an operational environment. The capability offered by BANDIT will substantially benefit and positively impact AFRL strategic objectives by supporting offensive operations against terrorist networks through the identification of individuals for network monitoring and destabilization. BENEFITS: Direct benefits from the proposed approach include: (a) Utilization of existing natural language processing capability to enable the development of a terrorist network from structured and unstructured intelligence data. (b) Formulation of advanced metrics to objectively identify and quantitatively rank optimal individuals for network monitoring and destabilization. (c) Delivery of the BANDIT software, designed to enable the user to create, edit, visualize, and analyze terrorist networks in an operational environment. The Phase II effort will optimally address the need to utilize structured and unstructured intelligence data to enable the objective identification of optimal individuals for monitoring and destabilization utilizing advanced network metrics.  Successful completion of the Phase II effort will deliver the BANDIT software that will function as an enabling technology for conducting offensive operations against terrorist networks.
