Research abstract
This research will develop a methodology and a decision support tool to determine vulnerabilities for identified threats and hazards and determine appropriate countermeasures under the constraints of shared resources and interdependent infrastructureservices. The key innovation in this research is the transparent integration of a powerful analysis method (High Level Petri nets) with a diagram-based model builder. Although Petri nets are utilized in the analysis, users of the tool will not requireany knowledge of that technique, but will be expected to be knowledgeable in infrastructure security. In Phase I research, we documented the methodology, developed a prototype tool and demonstrated feasibility. In Phase II base period we will completedesign and implementation of the tool. In the option period we will add an interface to the Geographical Information System used by J25 and a module for single facility fault tree analysis. The net result of this research will be a decision support toolthat will aid in vulnerability assessments and response planning in large infrastructure networks. The Decision Support Tool emerging from this research will be of value not only to the U.S. Navy but also to many Federal, State, and Local Governmentauthorities responsible for planning and responding to terrorist attacks and disasters and maintaining infrastructure services to the community. The tool may also be useful to the risk management departments of corporations, large utilities and insurancecompanies as well. Other operationally critical organizations such as hospitals and airports could also use the tool to identify and mitigate threats to their continuous operation.
