Research abstract

The Office of Naval Intelligence (ONI) routinely evaluates foreign sensor capabilities for intelligence gathering and procurement related efforts. Historically, the performance of radars in "Blue Water" environments was the focus during these assessments. Modern scenarios place emphasis on littoral conditions where anomalous propagation characteristics are of critical importance in the evaluation process. Additionally, there is a need for more robust evaluation of electronic countermeasures and volumetric clutter effects, as well as evaluating sensors other than radar. TSC proposes to define an integrated analysis tool which supports the evaluation of Radar and Infrared/Electro-Optic (IR/EO) sensors operating in standard and complex littoral environments. The tool will provide models for land and sea clutter, anomalous propagation (i.e., ducting), jamming and volumetric clutter (i.e., rain, aerosols and chaff), as appropriate to the sensors evaluated. The analysis tool will be workstation based and comprised of a set of models which cover surface and airborne radar and IR/EO sensors. The Phase I effort will yield a design document for Phase II development of the analysis tool.
