Research abstract

Within the U.S. Navy, the command and control (C2) of Multi-Domain Operation (MDO) is executed through the Composite Warfare Commander (CWC) construct, which divides Naval task forces into specialized warfare areas. Each area is overseen by a designated commander responsible for operations within their domain and coordinated under the overall CWC structure to ensure mission effectiveness. As modern conflicts increasingly extend into the cyber and electromagnetic (EM) domains, the U.S. Navy has incorporated Electromagnetic Spectrum Operations (EMSO) alongside Offensive Cyber Operations (OCO) and Defensive Cyber Operations (DCO) within the CWC framework. EMSO covers the planning, coordination, and execution of operations across the EM spectrum to protect Navy forces while disrupting adversary capabilities. OCO and DCO further enhance this capability by conducting offensive cyber actions to degrade, deny, or manipulate enemy systems while ensuring the integrity and resilience of blue-force networks and assets. These operations require a highly integrated approach to align cyber and EM effects with traditional kinetic and non-kinetic operations to achieve decision-making superiority and operational advantage in contested environments. However, there is currently a shortage of skilled cyber professionals across defensive, offensive, and information networking roles, which presents a significant challenge to support the OCO/DCO operations, as the increasing complexity and breadth of cyber threats demand highly specialized expertise. There is currently a critical gap and urgent need for Artificial Intelligence (AI)-driven platforms that can accelerate training for military occupational specialties (MOS), support their day-to-day workflows, and enable new personnel to become mission-ready more quickly while enhancing the productivity and effectiveness of experienced operators in both training and operational environments. To address these critical needs, Nexcepta Inc. proposes to design and develop the Toolkit using LLM Agents for Enhanced Cyber & Electromagnetic Operations (TACTICS) technology.Ý
