Research abstract
A strategy is proposed to reduce the time needed to transfer critical product line, architecture and software reuse technology proven on early adopter programs into widespread use within the National Missile Defense Battle Management, Command, Control and Communications (BM/C3) domain. The strategy focuses on changing the SEI's Software Acquisition Capability Maturity Model (SA-CMM) to provide support for these technologies in terms of the processes government and contractor Program Management Offices use to manage the acquisition of their software. In addition to identifying needed changes, the strategy develops a technology demonstration plan to prove that proposed modifications will work on a pilot project which will be conducted during Phase II of the effort. In addition, a market survey and business plan will be prepared to assess the market for associated toll, training and tailoring products should the Phase II and III efforts be successful. The ultimate goal is to increase the availability and affordability of quality software for BM/C3. Changes needed to incorporate product lines, architectures and software reuse concepts will be defined in such a way that they will become part of the way systems are acquired and managed. Such concepts will have a strong potential to reduce costs, increase quality and shorten schedules.
