Research abstract
With nearly 10 million people as potential consumers of Personal Assistance Service (PAS), identifying effective methodologies for providing these services is vitally important. The growth of independent living has raised the level of visibility of consumer empowerment. At this time, very little solid data exist to indicate the level of PAS required or the preferred delivery model for the service. The PAS, Inc. project establishes a base of solid information on required services, consumer selected delivery methods, and appropriate fee structures. This data is collected through a series of focus groups and analyzed using a chi-squared statistic. The results of the analysis are presented in the context of a business model - PAS, Inc. The model clearly indicates the business potential for a privately operated for profit PAS provider business. Statistics on PAS use and disability are used to forecast market need in various regions and communities in the US. The model forms the basis for a full business plan to be developed in Phase II of the effort. The business plan will be promulgated through a franchising process.
