Research abstract
California charter schools are currently experiencing unprecedented growth while facing daunting challenges in fiscal and administrative management issues. Vogel & Associates, a firm composed of recognized experts in public finance and charter education, proposes the development of business management tools tailored to the specific needs of charter schools, particularly in the areas of Working Capital and Cash Flow Management, Budgeting and Long-Range Financial Planning, and additional Administrative Services outsourcing products. As a growth industry, charters are faced with unforeseen obstacles. While many schools have developed outstanding instructional programs and are building admirable track records in student achievement and progress, a number of charter schools have been closed or are facing revocation because of poor business management practices. Preliminary research indicates that the two of the three needs identified above could be remediated with the development of new software with features that address the unique needs of charter schools. The third area of need could be addressed with a well researched suite of Administrative Services offerings to provide support and assistance to charters on an as-needed basis. As the charter movement in California moves into its second decade, the service and product emphasis is quality ~ this Proposal addresses that goal.
