Research abstract

In response to the Office of the Secretary of Defense (OSD)'s need for adaptable information assimilation systems to support the fast paced flow and complexity of the evolving battlefield in both Command and Control (C2) and direct combat applications,Soar Technology, Inc. proposes to research and design an intelligent information configuration system. This system will support dynamic configuration of warfighters information displays based on the warfighter current state and working environment.Innovative features of this system include; the development of a high-level language to encode flexible information delivery heuristics that incorporate current human-factors and domain expertise, a user modeling system that leverages dynamic measures ofcognitive readiness to drive the configuration process, and an intelligent user interface design based on intelligent agents that will directly place the heuristics in the information-processing pipeline. This solution will not only have wide militaryapplication, at multiple levels of Command and Control and battlefield systems, but also in application areas as diverse as industrial and manufacturing control, law enforcement, emergency response management, air traffic control, and medical informationsystems. The BINAH system will support the military in reducing the complexity of complex, networked systems at the same time it improves the systems capability for delegating routine, mundane, and time-consuming warfighter tasks. The core of this benefitis the BINAH systems ability to help shift information fusion responsibilities from monolith central systems to the edge of the network where information can be rapidly configured to match the needs of individual warfighters, enabling the right informationto be delivered to the warfighter in the right form to match their current needs. Specific capabilities and benefits of the system include:1. The BINAH system will provide a novel mechanism for incorporating dynamic measures of cognitive readiness into the information display pipeline, allowing the display system to change display strategies as the warfighters needs change.2. The BINAH system will provide the capability for designers of warfighter information display systems to incorporate the best knowledge of their field into the systems in a manner that is flexible, validatable, powerful and expressive enabling thedisplay system to maximize the warfighters assimilation of information and sense-making even under adverse conditions.3. The BINAH system will provide an advanced agent-based reasoning capability allowing the system to draw key inferences from the incoming data stream enabling the information pipeline to transform the data into knowledge about the warfighters work contextand support the warfighters understanding of that context.4. The BINAH project will provide a core architecture that is specifically tailored for the Air Tasking domain, but designed to be general and ready to be incorporated into wide variety of military and commercial systems. In addition to the wide range of military C2, ISR systems and Land Warrior display systems that BINAH could support, there a number of key commercial prospects for the BINAH system:1. The BINAH system is well suited to support large-scale intelligence operations including the national intelligence community, homeland security, federal emergency management, Customs operations such as tracking fraud, counterfeiting, or childpornography, and others. In these cases, there is a mix of short-duration, high-tempo intelligence fusion, and long-duration low-tempo monitoring for specific warnings or indicators.2. The BINAH system is well suited to serve smaller civilian operations that include a high degree of command and control and/or intelligence such as 911 call centers and other crime prevention operations, drug interdiction, organized crime task forces, and border patrols.3.The BINAH system is well suited to serve large-scale commercial intelligence operations such as financial forecasting and other forms of business intelligence, industrial process control and automation control, and other business domains where largescale environmental monitoring is required such as oil refinery and mine operations.
