Research abstract
Not Available Maritime Intelligence, Surveillance, and Reconnaissance (ISR) has been critical to national defense. During the cold war, assets were developed to support the ISR mission. E-2C and S-3B aircraft performed ISR in support of Navy task groups. To monitor activities outside these task groups, P-3C and EP-3 aircraft patrolled sea lanes of high interest. Even though these assets meet the ISR primary mission, the ISR task has dramatically increased but budget limitations has prevented ISR from increasing beyond using these same approaches and same aircraft. Only a lower cost approach would allow the new increased ISR mission to be met while not increasing its allotted budget. With the development of low cost Unmanned Air Vehicles (UAVs) and small low cost payloads, a means is available to address these new requirements without significant cost increases. Even though development of UAVs has progressed, the development of small low cost, lower power ISR payloads still need to be developed. In this proposal a Maritime ISR system is described that uses the GPS satellite signals in a bistatic system architecture for surveillance. This architecture is completely passive and leverages advances in GPS electronics to provide a low cost, low power ISR solution for Maritime applications.
