Research abstract

To develop and evaluate effective engagement capabilities againstlow elevation, anti-ship, threats, the Navy surface radarcommunity must have accurate, efficient, and robust models ofelevation angle measurement in the presence of ocean waves, standard and anomalous propagation, and land. During Phase I ofthis SBIR topic, it was demonstrated that existing elevation anglemodels, which represent higher sea-states using a flat surfacewith a suitable roughness coefficient, contain serious flaws. ForPhase II of this topic, TSC proposes to validate, demonstrate, andimplement a technique - whose feasibility was demonstrated inPhase I - to overcome these flaws. It utilizes a parabolicequation based propagation model, in conjunction with anoceanographically based ocean surface model, to yieldrealistically modeled elevation monopulse measurements inreal-time, under all propagation conditions, in the presence ofocean waves or variable terrain. TSC proposes to integrate thiscapability into its Electro-Magnetic Propagation Compressed DataEnvironment (EMPCODE) tool, developed under Phase II of SBIR topicN95-180, which supports real-time modeling of littoral propagationunder all refractivity conditions. This will result in a practicalcomposite tool, capable of providing consistent, real-timemodeling of both propagation and angle measurement under verybroad environmental conditions.
