Research abstract

The EFFECTOR system will use Effects-based Operations concepts in developing a suite of next-generation tools to enable dynamic planning and adaptive plan execution. Ontology tools construct and maintain formal semantic representations that will build andmanage more complex and complete plans. Smart editors using active template technology will be used to narrow the selection of defaults based on user context of problem defined by initial entries and commands. Plan library functions will allow selectionof partial plans and strategy models from libraries of previous plans, and rapidly compose new plans. The EFFECTOR system will be architected as an E-Commerce solution using light weight web-server technologies, exploiting Java applets/servelets and DHTMLto provide dynamic information presentations. The user will load and exchange data by exchanging documents, where the human-readable information presentation is augmented with XML-based markup to transmit the needed machine-readable symbolic content. Userswill be able to selectively share data to collaborate in building strategy models and plans. These technologies achieve dynamic DoD military planning goals and is directly extended to organization strategic planning, such as 5-year strategic plans developed by Federal Government Offices. EBO EFFECTOR tools provide plan effects, effect mechanisms, and effect metrics for strategic objectives.
