Research abstract

SecureLogix’s proposed R&D initiative targets crucial challenges in VoIP-based emergency communications within the U.S. 911 system. This research focuses on addressing issues related to the accuracy and real-time positioning of VoIP callers during emergencies. Challenges include inaccurate location information, mobile nature complexities, indoor location challenges, limited standardization, network reliability concerns, caller awareness, privacy considerations, and potential public safety risks. Phase II will delve into VoIP caller positioning requirements, developing protocols, systems, and frameworks for maintaining accurate VoIP caller location data. The proposed solution prioritizes robust access control, data privacy, and interoperability with legacy and NG911 systems. Expected outcomes of Phase II include a comprehensive systems architecture and a robust prototype showcasing the proposed solution’s efficacy. Leveraging our successful history of delivering 911 security solutions to DHS, this research builds upon existing efforts. The proposed architecture aims to offer a holistic VoIP subscriber positioning and location data management solution for emergencies, effectively addressing identified challenges. The potential commercial impact of this research is substantial, enhancing the accuracy and efficiency of VoIP-based emergency calls, ensuring precise response coordination. Beyond immediate application in emergency services, the technology holds broader implications for the telecommunications industry, influencing standards and protocols for VoIP location data transmission. By tackling these challenges, we will contribute to national coordination satisfying need for standardized VoIP protocols and information sharing among emergency services. This initiative also strongly aligns with DHS Science and Technology Directorate’s acknowledgment of incorrectly routed VoIP 911 calls, underscoring the broader significance and potential impact of the proposed research.
