Research abstract
Not Available DiamondBack Systems proposes to develop a video encoding technique that is based on from-by-frame object segmentation using motion characterization techniques. It is anticipated that such an approach will provide 2 to 10 times better performance than existing commercial encoders and be complaint with the emerging MPEG-4 standards. A secondary benefit from DiamondBacks object segmentation approach is that video segments can be automatically indexed by the individual video objects found. DiamondBack will demonstrate the feasibility of this approach and quantify its potential compression and indexing performance for military and commercial video content. Dramatically reduced bandwidth fore reasonable quality of video opens up the potential for many new military applications of video and streaming multimedia information. DiamondBack proposes to analyze military application, including precision strike and continuous tracking, sensor-to shooter, distributed command and control and video monitoring for perimeter security. One or two of these applications will be selected for a further analysis to quantify the potential military payoff of ultra-low bandwidth encoding and indexing.
