Research abstract

Many companies and agencies are already involved in oil spill responses, in activities ranging from integrated cleanup planning to hands-on cleanup efforts. However, relatively little R&D has realistically addressed real-time on-site tactical support on cleanup operations by means of remote sensing airborne platforms. This effort identified the key role that a real-time map display plays in providing information on the oil thickness distribution as a basis for all subsequent oil spill recovery planning activities. In carrying out this effort, the oprational framework within which tactical mapping plays a key role is first outlined. This provides a basis for the analysis of a multi-sensor suite selection for UAVs and manned aircraft platforms. In this analysis, the need for a low cost approach is emphasized. An open architecture sensor suite conceptual design is proposed that is fully compatible with existing off-the-shelf hardware. The core architecture is based on real-time orthorectification and fusion of information from differing bands, leading to a realible geo-referenced "picture" of the oil thickness distribution. The Phase I core architecture is anticipated to be readily implementable in a Phase II effort, based on pervious work of a similar nature. Anticipated Benefits: This effort will result in a low-cost airborne system for oil spill detection and monitoring. The embedded sensor fusion technology can be used in a variety of hazardous materials detection applications, in emergency assessment services, and land use applications.
