Research abstract

THERE IS A REQUIREMENT TO PRODUCE A PLAN TO DETERMINE THE PRODUCT IMPROVEMENT TO THE MIFASS/TCO SYSTEM, AND TO ESTABLISH A CHRONOLOGICAL IMPLEMENTATION PLAN FOR DEVELOPING AND INTEGRATING THESE PRODUCT IMPROVEMENTS. NUMEROUS SOFTWARE CAPABILITIES WERE DEFERRED OR DELETED IN THE CURRENT MIFASS ENGINEERING DEVELOPMENT. THE TCO SYSTEM HAS BEEN REDUCED IN SCOPE AND IS BEING REDEFINED. THE MARINE CORPS MISSION REQUIRES THAT THE COMMAND AND CONTROL PROCEDURES USED DURING OPERATIONS HAVE TIMELY AND ACCURATE INFORMATION. CURRENT DEVELOPMENT REDUCES THE CAPABILITIES DESIRED BY THE CORPS. THE PROPOSED RESEARCH WILL EVOLVE A TOP-DOWN STRUCTURED REQUIREMENTS DEFINITION FOR THE POTENTIAL IMPROVEMENT ITEMS, AND A PLAN FOR THEIR IMPLEMENTATION. THE PLAN WILL CONSIDER THE FEASIBILITY OF IMPLE MENTING EACH ITEM, AND ITS VALUE TO THE MIFASS/TCO PROGRAM. A TRADEOFF ANALYSIS OF THE IMPROVEMENT ITEMS BY COST AND SCHEDULE WILL ALSO BE ADDRESSED, AS WELL AS AN APPROPRIATE PRIORITORIZATION OF THE ITEMS.
