Research abstract

Operational Technologies Corporation teaming with Ball Aerospace Technolgoies Corporation proposes to develop an environmental life cycle impact cost (ELCIC) estimation tool for weapon system acquisition. The approach will be to begin with an update of the Cost Analysis Improvement Group's (CAIG's) review of exisiting life cycle cost models and coordinate the CAIG's environemtnal cost breakdown structure with ASC functional experts. Because of cost and time constraints, the acquisition staff (designers, systems engineers, cost analysts) must have a computer tool that is user-friendly, flexible, and minimizes input requirements. In Phase I, we propose to: 1) identify and analyze user/cost analyst requirements and interfaces; 2) identify existing sources and organic hazardous material usage data, alternatives data, environmental, safety and occupational health (ESOH) impacts, cost data and cost estmating methodologies; 3) develop acquisition program risk and uncertainty methodology; 4) design tool logic and information flow diagram; 5) develop graphic user interface (GUI) and screens, and 6) demonstrate feasiblity. The integration of risk with the cost analysis will be based on current Air Force Material Command (AFMC) and Industry practices. The criteria for risk evaluation will quantify the magnitude of impact to life cycle cost, schedule and system performance.
