Research abstract

Inadvertent releases of petroleum based hydraulic fluids into the sea can create serious adverse environmental impacts. OPNAVIST 5090.1B, the Clean Water Act, Section 311, 40 CFR 110, and other international, federal, and state regulations forbid thedischarge of petroleum products that results in a sheen on the surface of the water or violates water quality standards. Petroleum based hydraulics are problematic in terms of environmental hazards, flammability, and cost. The Submarine External HydraulicSystem (SEHS) is especially susceptible to problems. A leak in this system releases hydraulic fluid directly into the ocean, and problems with seawater ingress, corrosion, and hydraulic fluid leakages have frequently occurred.During Phase II, TRI/Austin will develop new water based hydraulic fluid formulations and perform testing using SEHS system components. New, environmentally friendly high performance water based hydraulic fluids will be formulated and optimized. Screeningtests will identify the best water hydraulic fluid candidates for full scale SEHS testing at Sargent Controls & Aerospace. Recommendations for SEHS component and system modifications for water based fluid compatibility will be provided as needed. Aproduct specification will be prepared. The best performing water based hydraulic fluids will be delivered to NAVSEA for further testing and evaluation.
