Research abstract
Significant improvements must be made in the ability of the health care system to deliver cost effective health care services. A recent Institute of Medicine study identified the development of computer-based patient record systems as being the essential technology which must be developed for controlling health care costs and providing quality care. A computer system for acquiring, displaying and storing patient medical records would lower the ocst of administering patient records, improve the ability of care providers to deliver patient care, and simplify claims submittal to insurance carriers. By recomending the scheduling of appropriate prevention care, the need for crisis medical intervention would be decreased, patient health care would be improved, and long term patient care costs decreased. To achieve these goals, Innovation Associates proposes to develop a Prevention Care Recommendation System (PreCare), which utilizes hand-held tablet computers for acquiring and displaying patient medical records and appropriate prevention care recommendations of Healthy People 2000. Medical records will be sotred on a network accessible, computer medical record repository deisgned for maintaining medical reord confidentiality for patient medical records. PreCare will be implemented in stages supporting prevention care, general care, secondary care, laboratory results, prescriptions and insurance billing. Anticipated Benefits: The PreCare medical record system will find a large commercial market in organizations which must acquire and manage patient medical records. By providing netowrk accessible Medical Record Repository, patient records will be interchanged more cost effectively between primary and secondary care providers, clinics, clinical laboratories and hospitals. By providing electronic access to patient records, the cost of submitting claims to insurance carriers will be reduced.
