Research abstract

Success against targets in future regional conflicts necessitates data fusion, tracking, and management of multi-sensor data from organic, theater, national, and non-traditional sensors. In this Phase I effort, ORINCON will investigate and identify integrated algorithms that can direct assets based on the joint surveillance analysis and optimal display and human interaction technologies, during a detailed analysis of shallow water regional surveillance issues. Based on the analysis, a detailed integrated algorithm specification will be developed. ORINCON will build on the extensive experience it has gained in multi-sensor and multi- platform data fusion to reduce the development cost of a data fusion system capable of overcoming the inherent difficulties. ORINCON will also start with existing expert system active bistatic surveillance asset management technology and communication experience. Recent involvement with Air Force E-3 multi-sensor and multi-platform data fusion will vastly reduce development of the data pre-processing required to handle non-organic surveillance information. A proof-of-concept demonstration of the existing algorithms to ensure rapid and cost-effective full-scale development is proposed as an optional task.
