Research abstract
Not Available Combat system command and control is a process that involves multiple levels of command, complex tactical scenarios, conflicting mission effectiveness measures, incomplete and noisy data, and a wide range of state variables. At present the decision making process is ad hoc, with little or no provisions for evaluation of alternatives, feedback or control. It is a man-in-the-loop process based on experience, not a robust mathematically based scientific procedure. Development of a unified architecture requires combining the command and control functions (tactical picture generation, forecasting assessment and adaptive planning) in a logical and consistent mathematical framework based on decision and data inference theory. In Phase I Metron will develop a theory, methodology and architecture for unified and integrated command and control. The general theory is an outgrowth of Metron's work performed over the past decade in developing state-of-the-art command and control architectures and data fusion applications clients. This proposal provides a unique opportunity to leverage existing technology advances, and apply them to support the enhancement of combat system command and control. Our approach will significantly enhance the command and control process by providing a means of quickly develops optimal courses of action.
