Research abstract

The Highway Capacity Software (HCS) has, for the past 10 years, been the principal tool for applying the analysis methods of the Highway Capacity Manual (HCM). The HCS has been DOS-based with a very limited user interface. With a number of new research materials being produced, and an approved plan in place which leads to publication of an HCM 2000 and accompanying software, there is a strong opportunity to enhance and extend the HCS. The objectives of this project are to: * develop a portable version of HCS capable of running on Windows 3.1 and 95 and on Macintosh, using a single code base. * perform a feasibility study and identify innovative techniques to extend HCS to Windows NT, OS/2, and Unix. * develop an enhanced HCS which covers research results and new chapters/materials, is up to date, and has a significantly improved GUI. * identify opportunities for private-sector commercialization of value-added software related to the HCS. Catalina Engineering will perform Phase I in six months. McTrans will provide major cost-shared efforts by developing a new Windows-based HCS. The Catalina/McTrans/POLY team will produce, in Phase I, both an innovative plan for HCS development, and the Windows-based working software.
