Research abstract
Not Available Design for a simulation that provides a family of adaptive cognitive and behavioral models to represent different types of terrorist organizations, as well as their capabilities and vulnerabilities. The proposal capitalizes on the extensive design experience of Mr. Joseph Miranda in the commercial and military wargaming market specializing in unconventional warfare, and the expertise of Dr. Lewis Johnson and Dr. Stacy Marsella in the area of sophisticated autonomous agents to create a predictive model of human decision making, and the evaluation of the effectiveness of this decision making. Sample quantitative outputs for specific examples will be provided, especially the complex political-military environment in which terrorists operate. A holistic approach will account for cascading effects across political, military, economic and diplomatic forms of conflict. This prototype tool to help plan future terrorism counteraction strategies and tactics will feature a user-friendly interface and programmability, allowing flexible insertion of new genres of terrorist threats and development of new terrorist counteraction weapons, organization, tactics and strategies. Mr. Miranda will research historical and hypothetical terrorist/terrorism counteraction force performance and their impact on all forms of modern conflict, then develop the simulations algorithms. Dr. Johnson and Dr. Marsella will develop a simple computer demo to illustrate the potential for a full computer simulation. The work is expected to lead to a Phase II proposal to develop functioning simulation software.
