Research abstract

Emerging war-fighting concepts, along with the shift in U.S. policy toward more humanitarian and peace keeping missions, requires U.S. and NATO forces to spend more time in urban settings confronting a wide variety of organized and disorganizedmulticultural populations. The mood and behavior of these populations will reflect the environment that surrounds them. This reflection will present in the form of desperate and hostile crowds seeking resolution to their situation. The warfighter willrequire enhanced training to effectively manage these crowds. ScenPro, Inc. will conduct research to develop a comprehensive set of crowd behavior models to support the training of warfighters in the use of Non-Lethal Weapons Systems and related tactics. These models will include factors that affect crowd behavior, characteristics, acceptable courses of action, and predictive responses. Once developed and validated, these models can be incorporated into existing training technologies to enhance awarfighters' ability to recognize and assess key crowd agitation behaviors, determine the most appropriate course of action, and deploy the least amount of force necessary to de-escalate the situation and complete the mission. Dynamic decision-makingmodels that support warfighters appropriate respond to crowds. Threat identification, analysis, assessment, decision-making, and response training for military forces and civilian law enforcement applications.
