Research abstract
The Air Force Research Laboratory Materials and Manufacturing Directorate (AFRL/MLMS) has initiated a multi-phase project to produce a Weapon System Integrated Cost Model (WS-ICM). To support the requirements presented by rapidly changing weapons acquisition environments, WS_ICM's methodology is based on cost as an independent variable through the total life cycle. The model comprises three modules: the cost Estimating Model (CEM): the production cost Model (PCM); and the Operational and Support Model (OSM). The implementation of the WS-ICM will provide a reliable data base for program management decision-making consistent with Acquisition Reform. This SBIR Phase I results in a conceptual, computer-based OSM module design that integrates with the CEM and PCM modules forming a conceptual WS-ICM. The OCM can be used throughout the weapon's life-cycle to support both the Aeronautical System Center's program offices and Air Logistics Centers. The potential benefits include: 1)an integrated tool that enables complex logistics trade-off decisions-where none exists today; 2)linkage of existing analytical operational and support (O&S) tools with an O&S database to redefine this parametric data with actual O&S cost data as the system is fielded; and 3) accommodation of O&S programmatic decisions.
