Research abstract

In order to keep Naval aviation forces maintained and ready to perform all assigned missions, repairs to the systems and equipment are required. In the current era of downsizing the military forces and facilities, it is important to have high-confidence estimates of the resources (money, time, and people) required to operte and maintain equipment and systems before embarking on larger, non-routine repairs and modifications. Funding for the repairs and modifications is provided by the system or equipment program managers. Their budgets are undergoing increasing scrutiny and are being reduced if the amounts are not well justified. An improved method estimating the cost of these modifications and repairs is possible through a database with an intelligent query system. Naval Air Systems Command has a requirement to systematically collect and use historical data to develop parametric cost estimates for repairs and modifications to be performed at or by Naval Aviation Depots and other facilities. When a requirement for repairs or modifications is identified, planners and estimators at the repair facilities do not have the data in an appropriate format or database to efficiently make high-confidence estimates of the resources required to perform the work. The Aircraft Repair and Modification Cost Estimating (ARAMCE) system eliminates this problem and provides realistic cost estimating to NAVAIR facilities.
