Research abstract

Maritime Intelligence, Surveillance, and Reconnaissance (ISR) hasbeen critical to national defense. Currently, E-2C, S-3B, P-3Cand EP-3 aircraft are used to support the Navy's ISR primarymission. Over time, the ISR task has dramatically increased butbudget limitations has prevented the Navy's ISR capability fromincreasing beyond using these same approaches and same aircraft.Only a lower cost approach would allow the new increased ISRmission to be met while not increasing its allotted budget. With the development of low cost Unmanned Air Vehicles (UAVs) andsmall low cost payloads, a means is available to address thesenew requirements without significant cost increases. Even thoughdevelopment of UAVs has progressed, the development of small lowcost, lower power ISR payloads still need to be developed. Inthis proposal a Maritime ISR system is described that uses theGPS satellite signals in a bistatic system architecture forsurveillance. This architecture is completely passive andleverages advances in GPS electronics to provide a low cost, lowpower ISR solution for Maritime applications. Under the proposedPhase II effort a prototype GPS ISR sensor will be built andflight-tested to demonstrate the capability to detect maritimetargets of interest.
