Research abstract

The objective of this SBIR technology pursuit is to develop an advanced software based, data visualization tool in the form of a prototype dashboard platform based on a COTS Business Process Modeling backed by automated tools designed to speed population of contracting documents. Additionally, RAMP will provide an expert system to ensure accuracy, reduce rework, ensure compliance, and provide near-real time, situational awareness over all levels of approval and oversight in the SOCOM procurement ecosystem. The dashboard will assist USSOCOM in making better decisions, improve speed and increase the efficiency of its acquisition processes. This SBIR will focus on one specific use case which is to improve the speed and accuracy of USSOCOM procurement activities. The RAMP’s initial proof of concept shall focus on routine USSOCOM contracting actions with the goal of automating the procurement process, after initial inputs from the Requirements Office, and minimizing Contracting Officer functions to only final review and approval. The RAMP shall be delivered on a commercial cloud platform and when possible, leverage currently existing technologies. The RAMP shall be built in a manner that can accommodate end-to-end product delivery, verification, and acceptance, using a micro-services architecture. The RAMP shall be built using widely accepted commercial best practices. This topic is seeking innovative ideas for technologies like platforms, websites, architectures, algorithms that could quickly validate Program Manager requirements documentation for contracts readiness and then based on a few keystrokes, populate contracting documents with appropriate fields, clauses, legal, etc. The system must also track the status of contracting documents through the approval process.
