Research abstract

á After the skill and bravery of the troops, logistics is perhaps the next most critical component in the success of any mission. Based on work over the last three years with the Air Force Institute of Technology (AFIT), and the Air Force Logistics Officers Schoolhouse (AFLOS), we have shown how combining the use of our commercial-off-the-shelf (COTS) supply chain modeling and simulating (M&S) application with Agile Combat Employment (ACE) methodology enables effective logistics planning and decision making in a fast-paced, contested logistics environment. The program objectives of this Phase II project are: Create specifications for the SCM Globe military version of our COTS M&S application. This includes creation of User Interface (UI) screen and report designs, technical architecture, and software and database specifications. USAF decision-makers will designate personnel from Air Force Special Operations Command (AFSOC), AFIT, and Air Force Chief Data and AI Office (CDAO) to be evaluators of the COTS M&S application and provide feedback to help determine the design specifications to enhance the COTS version into the military version. It will have additional features that are specific to military logistics planning needs. The commercial version of SCM Globe has been used successfully in academic and consulting markets since 2013. Customer feedback has helped to drive an on-going product improvement process. Present commercial revenue is $250,000 annually. Revenue has been growing by 10 to 15 percent each year since 2016.á Deliver version 1.1 of the military version and develop training curriculum for USAF personnel.á This will be the first version of the military application that USAF personnel will begin using. Because it is running in a secure environment, modeling and simulations will be done with real data for actual missions.á Personnel designated by USAF decision-makersá will be trained and feedback gathered on usability and completeness for addressing the mission. Deliver Version 1.2 of Military Version and Train Users. This will be the second version of the military application. It will deliver the next round of defined features for the military version. Review and make adjustments and updates to specifications based on experience with Version 1.1. Update UI screen designs and simulation logic as needed to support new features in this version. Introduce this version to the designated personnel who provided feedback on v1.1, and a group of new personnel who will be trained and feedback gathered. Deliver Version 1.3 of Military Version and Train Users. This will be the third upgrade cycle of the military application. It will deliver the next round of defined features for the military version.á The military version will support the USAFĺsá ability to operate at an unrivaled speed of maneuverability and support future logistics capabilities, to include supportingá a resilient network of emergent (even if temporary) support locations.
