Research abstract

Dcode will support the United States Space Force (USSF) in identifying, evaluating, and preparing to implement a scalable HR IT solution that meets mission and end-user needs. This program addresses the need for secure, flexible, and scalable personnel management systems that align with the Personnel Management Act (PMA) and other modernization priorities.  To achieve this, Dcode will execute a four-stage approach: (1) validate mission needs and acquisition goals through stakeholder engagement, and engage industry to increase USSF’s access to viable commercial solutions (2) co-develop an evaluation strategy and criteria, and support an initial downselect based on written submissions (3) execute scenario-based prototype evaluations to assess platform feasibility and fit, and (4) develop acquisition and compliance documentation to support contracting and integration. The outcome will be a defensible prototype selection and a reusable evaluation methodology that reduces acquisition risk and accelerates technology transition. This project also supports the commercialization of Dcode’s Rapid Acquisition Integration Cell (RAIC) product. RAIC is a modular, productized version of Dcode’s proven framework designed to accelerate government adoption of commercial technology. This effort will directly inform and validate RAIC’s core tools, including requirement intake, vendor scouting, evaluation scoring, and acquisition packaging, enabling deployment across broader DoD mission sets.
