Responses to this notice will not be considered adequate replies to form a binding contract. The requirement is to obtain contractor support and technical expertise for the Regional Educational Laboratory (REL) Program Cycle 2027-2031. The Department intends on a full and open competition through Sam.gov for Administrative Management and General Management Consulting Services support (NAICS Code 541611). The IDIQ contracts have a proposed Task order type that is a hybrid mix of Fixed Price Tasks 1-3 and 6, and Time and Materials for Tasks 4 and 5, Tasks 6 as needed deliverables (subtasks 6.2, 6.3, and 6.7), and travel. These services are considered commercial in nature. The DRAFT PWS for the IDIQ as well as the Task Order 0001 are attached to this notice for informational planning purposes.
