FEMA requires a contractor to assist in facilitating the relocation of disaster survivors as a direct result of a presidentially declared disaster in the United States, its territories, or possessions. Relocation services will be provided to all household members and pets, referred to as "Travelers" in this document. Contractors will serve as travel consultants to FEMA, procuring round-trip transportation for Travelers who are temporarily relocated within the United States, its territories, or possessions. Relocation services may include but are not limited to: fully integrated travel booking and management functions, travel fulfillment, ticketing, research and incorporation of best practices from prior activities, ticket tracking, quality control, data consolidation, and reporting.
