Background and Purpose: The U.S. Coast Guard (USCG) requires a follow-on Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to procure next-generation Commercial-Off-The-Shelf (COTS) marine navigation systems. This effort is the successor to the Scalable Integrated Navigation System 2 (SINS-2) program (Contract HSCG44-17-D-170005) and aims to recapitalize and modernize the standardized electronic navigation suites across the USCG's diverse fleet of cutters and boats. Scope of Work: This contract is for hardware and associated chart subscriptions; installation and maintenance will be handled via separate actions. The contractor shall provide a scalable suite of COTS marine electronics that are interconnected via a NMEA 2000 compliant backbone. The core components include, but are not limited to: Multifunction Displays (MFDs) in various sizes (e.g., 4-6", 7-8", 10-12"), Radome and Open Array radar systems, GPS receivers, depth sounders with multiple transducer options, and heading sensors. The scope also requires the provision of updated electronic navigation charts for all procured systems. All hardware must meet the ruggedization and EMI/RFI standards outlined in IEC 60945. Technical and Cybersecurity Requirements: The system must be interoperable with existing USCG infrastructure, including the capability to process and display Encrypted Automatic Identification System (EAIS) data as specified in the EAIS Interface Design Description (IDD). All procured hardware, firmware, and software must adhere to Department of Homeland Security (DHS) cybersecurity directives and Supply Chain Risk Management (SCRM) protocols. The contractor must also have a robust obsolescence management plan, providing form, fit, and function replacements for components with a minimum of 18 months' notice. Period of Performance and Scalability: The anticipated Period of Performance is a two-year base period with eight one-year option periods, allowing for a total of ten years. The contract must be highly scalable to ensure continuous lifecycle support for the current fleet and to serve as a strategic bridge to future navigation system technologies, mitigating any potential fielding delays.
