COMPEER: Community of Measured Peers

SIFT proposes Community of Measured Peers (COMPEER) an integrated collaboration environment that addresses the security and reputation requirements of the Intelligence Community (IC) for discovering new resources within the IC and on the Internet.The word compeer, means a person of equal rank.In COMPEER all source start out with the same reputation, regardless of type; person report, software, or algorithm. COMPEER calculates reputation metrics based on explicit and implicit ratings and determines the context of the report.COMPEER combines both reputation and context to make a short list of recommended sources novel to the user. By analyzing the user's writing COMPEER builds up a focused model of the user's current topic of interest.Applying this focused context allows COMPEER to make automatic recommendations applicable to the user's current task focus.The COMPEER interface categorizes its recommendations to allow users to find sources from different areas of expertise to foster consilience, by discovering new sources within the IC and on the Internet.
