Research abstract

The Marine Corps requires a means to secure multicast transmissions at the tactical edge that does not rely on Type 1 Controlled Cryptographic Item (CCI) devices. The National Security Agency’s (NSA) Commercial Solutions for Classified (CSfC) program offers an alternative to Type I CCI; however, its existing Mobile Access Capability Package (MACP) is ill-suited to this application because it relies on nested Internet Protocol Security (IPsec) tunnels that do not natively support multicast. During the Phase I program, WPL developed the Twice Encrypted and Authenticated Messaging (TEAM) solution and demonstrated that it can meet all of the Marine Corps’ stated requirements. In the proposed Phase II program, WPL will develop a scaled TEAM prototype for evaluation. We will demonstrate the TEAM scaled prototype in an ad hoc network of Windows- and Android-based end user devices, thereby showcasing the bandwidth efficiency of our native multicast solution versus the unicast-only MACP for secure group communications. We will also work throughout the Phase II program to carry TEAM through the CSfC certification process as an Addendum to the MACP.
