Research abstract

In todays Air Force, developing and maintaining the needed knowledge and skills across the workforce is a big undertaking. And operational training is often linear, not personalizeda "one size fits all" training approach. While there is a recognition that learners possess differing experiences and educational preparation, an effective system to enable and support individualized training has not been available. TiER1 Performance Solutions is developing CATS (Competency-based Adaptive Training System)a system to improve the efficiency and effectiveness of warfighter training. The goal of this effort is to demonstrate the CATS system in an operational environment in Air Combat Command such as the Air and Space Operations Center. CATS enables a data-driven learning lifecycle and integrates a Learning Management System (LMS), a Learning Content Management System (LCMS), and a Competency Management System (CMS). Together, this system delivers personalized content and learning events as needed; maintains a catalog of learning and assessment opportunities; provides continuous evaluation of performance; and manages domain-specific competency models and learner proficiencies. CATS is a flexible, data-driven system that incorporates the learner's previous experience, training, and proficiency to efficiently prepare them for new career or mission goals.
