Research abstract

More than 6,000 U.S. non-combat military aviation mishaps occurred between 2013 and 2020, claiming 224 lives, destroying 186 aircraft, and costing more than $11.6 billion in damages. In addition, the same costly mishaps continue to occur year after year. Polaris AeroÆs Small Business Innovation Research (SBIR) Direct to Phase II objective is to utilize Generative Artificial Intelligence (AI) to help reduce Department of Defense (DoD) aviation mishaps and increase DoD aviation safety and readiness. Polaris Aero will research and develop Generative AI capabilities for a modified commercial-off-the-shelf (COTS), automated, aviation Safety Intelligence Platform and modernize inefficient Department DoD safety processes. According to the US Army, ôFY23... had the most aviation mishap fatalities (14) in the last 10 years and is the highest since FY10ö. Polaris Aero is proposing military specific modifications, tailoring Polaris AeroÆs successful COTSáSafety Intelligence Platform to DoD requirements.áPolaris AeroÆs Mission analysis and Risk Evaluation (MARVAL) Platform is an advanced aviation Safety Management System (SMS) encompassing aircrew, aircraft, maintainer and ground equipment. MARVAL unifies multiple Polaris Aero safety applications into a seamless, 360-degree, user experience providing automated, proactive, and comprehensive organizational safety management. MARVAL ensures safety is embedded in the aircrew, maintenance, and line personnelÆsÆ daily activities, provides Safety Managers with streamlined workflows, and presents leadership with actionable insights. The COTS system has over 3,500 users with over 500,000 risk assessments produced monthly. Polaris AeroÆs automated pre-flight risk assessment application can be tailor for each ServiceÆs unique aviation requirements. The pre-flight system uses Service regulations, publications and local procedures in developing automated rules that trigger advisories and provide mitigation recommendations to hazards found in the risk assessment. The system provides just in time refresher training and captures the UnitÆs experience, allowing inexperienced crews to learn past lessons in an automated way. The maintenance application works in the same fashion, providing pre-task risk assessments, mitigation recommendations and tailored advisories before starting a project. The applications are brought together through the Safety Management System application, giving the Safety officer a 360-degree view of safety of aircrew, maintainers, aircraft and ground equipment. Polaris Aero proposes incorporating Generative AI into the COTS version of MARVAL. The incorporation of Generative AI will produce AI generated safety performance indicators, generate summaries of publications, regulations, lessons learned, generate proactive safety insights and proactive hazard mitigation strategies that will be incorporated into the automated pre-flight and pre-maintenance risk assessments.á
