Research abstract

Effective oversight of Foreign Ownership, Control, or Influence (FOCI) is critical to safeguarding national security. SolidIntel proposes a Phase I project to design a plan leveraging Generative AI and Large Language Models (LLMs) to enhance traceability and natural language inclusion in FOCI oversight. This effort aligns with the Chief Digital and AI Office (CDAO)ĺs objective to advance traceability while addressing challenges associated with multilingual and ambiguous data.áThe proposed project will develop a comprehensive strategy to overcome key technical hurdles, including:áResolving name ambiguities for individuals with identical or similar names.Translating and matching names across languages, addressing transliteration inconsistencies and differences in naming conventions (e.g., East Asian first-last name order).Linking individuals and entities through contextual data such as affiliations, geographic locations, and historical patterns.áSolidIntelĺs approach will center on integrating advanced natural language processing and traceability tools to automate FOCI risk identification while ensuring verifiable and transparent citations for all insights. During the six-month Phase I project, we will evaluate how LLMs can:áAutomate multilingual risk analysis and FOCI relationship mapping.Generate detailed, citation-based reports to support regulatory compliance and decision-making.Address scalability and implementation challenges to meet CDAO mission objectives.áThe primary outcome of Phase I will be a detailed plan to develop a prototype system in Phase II. This plan will include key design elements, technical feasibility assessments, and strategies for leveraging SolidIntelĺs expertise in supply chain de-risking and generative AI. The focus will remain on aligning with CDAOĺs operational needs, including enhancing decision-making and ensuring accountability through traceable insights.áThis effort lays the groundwork for a transformative tool that integrates AI-driven traceability and natural language inclusion into FOCI oversight, enabling the DoD to proactively address risks in a globalized threat environment.áThis project will be setting up a Phase II SBIR to produce a deployable solution that meets Authority to Operate (ATO) requirements, with scalable applications across CDAO mission areas. The project aligns with CDAOĺs objectives to advance traceability, decision-making, and operational efficiency through innovative AI, ensuring secure and effective oversight in an increasingly complex global environment.
